Committed to Goleta’s Health and Sustainability
The Goleta West Sanitary District was formed in 1954 and for decades has provided award-winning service in wastewater collection and treatment for our customers – the citizens and businesses of Western Goleta Valley and Isla Vista.
We are very proud of our longstanding street-sweeping program, which helps prevent polluted storm water runoff. GWSD is also proud of its fiscal management, Goleta West customers see some of the lowest rates in the area and the District has won several local and state awards for operation and maintenance of its wastewater collection system.

Street Sweeping
Since 1963, Goleta West Sanitary District has been providing street sweeping service for Isla Vista and western Goleta.
The District was the first South Coast agency to implement a street sweeping program that removes trash and toxins from storm water runoff that flows into our creeks, wetlands, ocean and beaches. Unlike many government agencies, Goleta West owns and operates a street sweeper, making this service very reliable and flexible. Eastern Goleta street sweeping is contracted out by the City of Goleta.

District Operations and Staff
Goleta West Sanitary District is operated by a total staff of seven who are responsible for daily operations, ongoing maintenance, and upgrades to the system as well as the implementation of various environmental programs such as street sweeping and waste water quality testing.
Board & Employee Disclosure 2022-2023
GWSD is committed to having a highly trained and knowledgeable staff. The entire staff holds Collection System Maintenance Certification through the California Water Environment Association in addition to other professional wastewater related certifications and credentials. Additionally, the District is proud of its award-winning safety record.
Our Services
- Operate and maintain the wastewater collection system including approximately 63 miles of sewer lines and 2 pump stations.
- Provide wastewater treatment through a contractual agreement with the Goleta Sanitary District.
- Permit businesses and industries to ensure compliance with the Federal Clean Water Act and the Regional Water Quality Control Board.
- Issue permits to allow connection to the District’s system.
- Inspect new construction for compliance with GWSD standards.
- Regular street sweeping to help prevent stormwater pollution.

Board/Employee Compensation Information
One of Goleta West Sanitary District’s (GWSD) organizational objectives is to recruit and retain qualified staff to manage and perform the functions necessary to conduct the District’s business. To ensure that all employee classifications are compensated fairly, GWSD engages independent human resources consultants to conduct periodic compensation studies to ensure GWSD’s compensation package is comparable to those offered by nearby agencies that are a similar size and provide the same types of services. The GWSD Board of Directors uses this comparative data to set employee compensation.
The GWSD Classification & Compensation Plan is included in Appendix “A” of GWSD’s Personnel Policies/Employee Handbook. Appendix “A” identifies the salary ranges and hourly pay table for the District’s employee positions. A link to Appendix “A” is available below.
Beginning in 2010, GWSD must annually prepare a Local Government Compensation Report for the California State Controller’s Office. That report provides salary, compensation and benefit information for all elected, appointed and employed personnel. This report provides a snapshot of GWSD’s current employment expenditures. GWSD’s most recent Local Government Compensation Report can be found through the California State Controller’s Government Compensation in California Website.
The General Manager/Superintendent is an exempt employee that serves at the pleasure of the GWSD Board of Directors. Compensation is set by the Board of Directors. The General Manager/Superintendent is authorized to use a District vehicle and receives 56 hours of administrative leave.
The Directors of the GWSD Board are compensated in the amount of $280.00 per day for each day’s attendance at meetings of the Board and for each day’s service rendered as a director by request of the board, including service on Board committees and representing the District at meetings of other public agencies and professional organizations. California law limits compensation for attendance at meetings to no more than one (1) meeting per day and no more than six (6) meetings in any calendar month.
The District publishes a list of the Goleta West committees on which each Director serves, including alternates, along with a list of public agencies and professional organizations to which Directors have been appointed to represent the District.
